My cursor stutters and jumps across the screen. How do I make it smooth?

Optical sensors cannot track glass or high gloss surfaces, wireless mice suffer 2.4 GHz interference from USB 3 ports, and low batteries make them skip. The quickest thing to try first: change the surface — Put a plain non shiny mouse mat or a sheet of paper under the mouse. Glass and glossy desks defeat the sensor completely. Move the receiver away from USB 3
Plug the little USB dongle into a port on the opposite side, or use a short USB extension so it sits away from the machine and any USB 3 drives.

Fresh batteries and a clean sensor
Replace the battery and wipe the sensor window with a dry cloth. A single hair over the lens causes constant jumping.

Turn off enhanced pointer precision
Settings, Bluetooth and devices, Mouse, Additional mouse settings, Pointer Options, untick Enhance pointer precision for consistent movement.
If none of that worked
If a different mouse behaves the same way, the computer itself is stuttering. Check Task Manager for a process pinning the CPU during the lag.
