Bluetooth devices remember only a limited number of companions and often need putting back into pairing mode deliberately. The quickest thing to try first: put the device into pairing mode properly — Hold the power button until the light flashes in two colours. Put the device into pairing mode properly
Hold the power button until the light flashes in two colours. Simply switching it on is not enough once it is already paired with a phone.

Disconnect it from your phone first
Many headphones connect to only one device at a time and will silently refuse the laptop.

Remove and re-add the device
In Settings, Bluetooth and devices, click the three dots next to the device and choose Remove device, then pair again from scratch.

Restart the Bluetooth service
Press Windows and R, type services.msc, find Bluetooth Support Service, right click and Restart.

Select it as the sound output
Pairing does not always switch the sound over. Click the volume icon and pick the headphones from the output list.
If none of that worked
Update the Bluetooth driver from your laptop maker's support page. The generic Windows driver is often the weak link.
